2000 Ford Contour weak

The car will be fine when the fuel tank is completely full as soon as it gets to about 7/8 tank or less it starts Acting up what it will do is start slowing down it will go from 75 miles per hour to 70 to 65 and keep going down the car will shake and it'll sound like it is sputtering eventually the car will either die or I will shift in neutral shut it off turn it back on and put it back in drive and it will run okay for a few minutes on long distances I have to do this 15 or 20 times I have replaced the fuel filteras that was the cheapest and first thing I could think of the check engine soon light is on and I got it tested it says fuel pressure Rail low my only thoughts are fuel pump or spark plugs

Ford has had a lot of problems with a rubber hose on the fuel pump dry-rotting and allowing air to be sucked in. With a full tank, gas is sucked in that leak but when the level gets low enough it starts to suck in air too. You don't need a new pump for that but you do have to remove it to replace that hose.

Will replacing the fuel pump assembly have this hoes in it or is it located somewhere else

Depends on how you buy it. There's no need to replace everything but you can buy the complete assembly and just drop it in the tank or you can buy just the pump and motor and stick it into the assembly. The hose would be included in the complete assembly.
