1996 Ford contour check engine light

I failed my state emmissions test today because the check engine light does not come on and then go off when you initially start the engine. Would you have any suggestions? All the fuses are good and I can't imagine it being something as simple as a light bulb...any suggestions would be appreciated.

Most likely it's the bulb

No the check engine light doesn't come on at all, not even briefly when you turn the car on like I'm told it is suppose to.
