Yes, the oil pressure is regulated. If the regulator is stuck, the pump can blow out the seal on the filter. Check to see where the leak is coming from. If you just changed the oil, make sure the oil filter is tight, and make sure the old gasket didn't stick to the engine resulting in 2 gaskets causing a leak. Also, make sure the filter hasn't expanded (which indicates too much pressure). Finally, check the drain plug and make sure there is no leak there.

One last thing, is the oil gauge showing high oil pressure?
