I removed the intake to replace the spark plugs and the valve cover gaskets. After reinstallation once the car is started the idle goes to about 4000 RPM than comes back down to about 3500 RPM. I have check the vacuum lines and it does not appear that I have a vacuum leak at the lines. The two electrical connections at the throttle valve I have disconnected and inspected and found no damage. When reconnecting I did hear the plug lock into place.

Try blocking the fresh air intake tube with something solid, then start the engine. To run that fast there is going to have to be a major vacuum leak or the throttle cable came off the quarter-round guide. If idle speed is closer to normal, especially with the intake passage completely blocked, air has to be getting in somewhere else. You might be able to borrow a smoke machine from an auto parts store that rents or borrows tools. That will allow you to pump in a white, non-toxic smoke at 2 psi to see where it sneaks out. The hose to the brake vacuum booster is a good suspect.
