Using a lot of oil and has a lot of air flow through valve cover.

I just put a "good" used engine in my 98 Town & Country 3.8L. It puts out a cloud of smoke on startup. It has used 2 quarts of oil in about 1500 miles. I noticed that the fresh air breather hose that leads to the air filter was collapsed (It was an old piece of heater hose) I pulled it off and noticed it was sucking a high volume of air through the valve cover. I have been told a few things from my brother. PCV valve, intake cracked, bad intake gasket. Check the compression. Check the vacuum, etc.

What should I do?

To check to see if the PCV valve is working, with the engine running, remove the tube attached to it and see if you have vacuum. The tube is between the valve cover and intake manifold.
