blower blowing but cannot get heater fuses appears fine?

My kid has a 2000 Acura TL. The blower is blowing. The fuses appear to be fine. Wondering if it might be thermostat? We called an auto-electric company that thought it might be a switch (flap) that converts the heat to a/c but that doesn't sound right. You would think it would blow either hot or cold, but it does neither.

this is the motor he is talking about the air mix motor, it's under the heater. what happens is the flap controls howmuch hot or cold air is put into the car. as long as both heater hoses are hot when car is warmed up then it likely to be this or the switch isn't sending power to it. pic enclosed.
