Power steering issue

I think the power sterring pump just went today out on my 99 Toyota camry. There weren't any warning/whining signals. So, how do I know if it is this or as now mechanics are saying maybe the sterring rack! What caused it?

Gotta do some tests to figure out what the cause is. Sorry, can't do that over the computer. There is a pressure tester available that will help. It is inserted between the pump and the rack and pinion assembly. The valve is closed momentarily, then if the pressure comes up, the pump is working and there is internal leakage in the rack. If the pressure does not come up, the pump is defective.

Most commonly internal leakage in the rack affects turning in only one direction first, then the other direction too a few weeks later.

If the pump is just worn and weak, the power assist will come back when you raise engine speed a little.
