How do I replace the turn signal flasher?

My turn signal lights have stopped working. I saw on other sites that there was a recall for this, but I am past the 10 year period now. I originally had problems where the turn signal would come on, but not flash. Now it doesn't even come on, but my hazards do work.

What do I need to do to fix this?
