Bad blower motor?

Can a bad blower motor resistor, make my headlights go out and stall my car, when I operate fan switch?

No, that is not likely at all. The resister is positioned on the ground side of the circuit, after the blower motor so it's not capable of effecting much beyond the blower circuit.
