My car is making this noise when i turn my wheel and after a while my power steering will over flow. why?

yesterday my 2 belt broke off.. one that connect to the power steering and another next to it. we replace it and found out that one of the pulley was so loose ...we re-tight it.
now it sound like this:

it didn't overflow this time cause we didn't let it stay long enough to.

i what to know what wrong with it ..can it be the power steering pump(broken)? or did we over tight the screw? anyclue?

Well if pulley came loose then more then likely the pulley is damaged, as in the center ovaled out. So when you retighten it it rubs the housing.. As far as overflowing. You see the pump pumps fluid from the pump to the rack and pinion. It then returns fluid back to the resavoir to start it's cycle all over.

So if fluid level is correct [not] overfilled then something is wrong with the pump or the rack and pinion causing pressure to go into the return line. So we know it is the pump or the rack. Since we already know the pump has a problem [pulley loose] if it were mine I would replace the pump and if the pulley is damaged it as well.
