Coolant flow has stopped but the engine is still hot and giving up its heat to that coolant. If you are not losing coolant, there likely is no problem. If the bubbling is excessive, read the coolant temperature on a scanner that can display live data. If the engine is running considerably over 195 degrees, check the radiator for blockage between the cooling fins, and whether those fins are rotten and crumble easily.
