Using an actron obd ll auto scanner on a 1999 econoline van the code comes up p1299, if i'm reading the book corectly, it falls between p1100 & p12ff, then says manufactuer control fuel & air metering. Does this mean it's the o2 sensor or a regulator?

Why do you assume throwing a part at it will cure your problem?
That code indicates that the cylinder head has overheated and the computer has triggered a mixture strategy call "fail safe cooling". You need to be looking at why your truck overheated.
