"I own a 99 dodge stratus 2.4 dohc and having problems with steering. It seems to be worse when car is cold or has been sitting for awhile. It is very hard to turn right or left and makes a high screeching noise. What could my problem be?

When it acts up, raise engine speed a little. If the power assist comes back, it's a weak pump. That is a little "ZF"-style pump. It was common for them to get weak from worn vanes but they didn't typically make noise.
