If the fuse is not blown, listen for the click of the relay when you press the horn button. If it doesn't click, 99 percent chance you have a broken clock spring. That is a wound-up ribbon cable in a plastic housing under the steering wheel. As it continues to break, the cruise control will stop working, and the Air Bag light will turn on.
If the relay does click, you know the clock spring and buttons are okay. It's not real common for two horns to fail, at least not at the same time. If it sounded like a sick goose for a while, the two horns likely did fail, but at different times.
One horn is to the left of the right head light housing, beside the radiator. They're on the back side of the core support. That's the sheet metal the radiator is bolted to. You have to pull the 4" diameter horn through a 3" opening to remove it. (That's sarcasm; it can be done but it's not fun). I can't remember if the other horn is there too or if it's to the right of the left head light housing.
