1999 Chevrolet Silverado Radio wiring

I am replacing my radio because the factory unit had a short. The problem I've run into is that there is power only to the constant hot. No power to the "Key Hot" wire. Is there a fuse somewhere other than the 15 amp under the hood? Also the illumination wire is hot with the key and headlights on.
