When I turn on the key it only lights up for a few seconds

I changed a fuel pump in a Chevy silverodo 1999 and it wont work I know its good I have another vehicle I hooked the pump to and work fine.I put a test light in to the wiring harness when I turn on the key it only lights up for a few seconds.I checked the relay it seemed fine.I all so change 2 fuses in the under the hood fuse box. I hooked a jumper wire to the relay and the pump still will not work what am I missing?

2 seconds is normal with key on. It will not stay on till you crank it and it runs.

What is the pressure?

Do the scuity steps with a great battery full charge than turn key on but do not start car or truck 10 min;s security lamp will go out turn back to off repeat 3 times. See if that help relearn the PCM.
