1999 Cadillac Deville lights

If I cut lights off on the twilight I only have headlights and no tail lights but only when I put it in drive but if I put it on twilight I only have park lights and tail lights. If I pull the light lever out I only have park lights and tail lights I need help I gotta work and can't drive without them both
