Once we run through the basics we need to find out what we have and don't have to get this engine to start. We need to start with fuel pressure.

Next, we need to pull a plug and hold it against the block and make sure we have spark.
This may have been a fuel pump issue but at this point the plugs are fouled due to excessive cranking. So, you may need to replace the plugs if the pressure is correct and then see if the engine starts.
