if i turn the ignition switch on to start the car the wipers will start to wipe with the wiper switch in the off position. they will wipe a few times back and forth then will stop at varining spots along the path, you can then turn them on and off till they finally stop at the park position, every time the key is turned on this happens, any ideas?

Sounds like a bad wiper motor/wiper motor logic board with it not parking and coming on by itself. The wiper motors dont go bad that often when they do the wiper motor will usually come on randomly without touching the switch. If you have a multimeter we can do some testing but from what you describe sounds just like a bad wiper motor/logic board.
