After a very windy cold night it made a squecking noise someone told me its my emergency brake that its hung up? How do I release it.?????????? and where is it underneath my car.

I've seen that happen when they get wet inside and then freeze. Warming it up is the only thing that will help that. If the cable is just old and binding, it will have to be replaced.
