Head lights was turning on and off

Why would my 1998 Honda Civic headlights turn on and off when nobody is in it but somebody is tampering with the car? Had its windshield smashed, but beforehand on security footage, for about an hour the head lights was turning on and off at intervals of time. The person that did this was not able to access the inside of the car.

Do you have an alarm system? If so, it may be activated and not turned off.

No, my car doesn't have an alarm system which makes me even more confused in why this would happen.

It sounds like the headlight switch has gone bad.
