Is vehicle equipped with DRL (daytime running lamps) ?

No DRL head lights.
when i start a car and turn on head lights, it takes few minutes before light comes on.

Oh okay....I thought you meant they were automatically coming on after a few minutes... This sounds more like a headlight switch issue then...Try cleaning the connection at the switch and ensure wiring is good and connected properly. If all OK here suspect faulty switch.
