Honda Civic Gas Smell

I have a 1998 Honda Civic DX. When you completely fill the gas tank there is an awful gas smell. Now I fill it only half way and there is no smell but any fuller tha half and the car stinks badly! I have taken it to a couple of gargages and they can not find the probelm. Do you have any advice?

My fist advice is to stop driving the car until you find the leak. A leak has to be coming from somewhere at the top, sides or the filler tube of the tank. The lines can be inspected visually, so can the filler tube. The tank must be drained, removed and pressure tested to find a leak coming from there.
