If I understand correctly, the noise occurs with the vehicle's weight on the wheel, and you're turning the steering wheel. That can apply to an inner or outer tie rod end, but with the strut suspension system, it's more likely you have a binding upper strut mount. That's not a serious safety issue but if it gets bad enough it will lead to "memory steer" where you have to tug the steering wheel back to center after going around a corner. That can be miserable and tiring to drive.
To identify a binding upper mount, reach over the tire and wrap your fingertips around one of the coils on the spring, then have a helper slowly turn the steering wheel partway each way. The spring should rotate smoothly with the strut and wheel. If the mount is binding, you'll feel the spring wind up and build tension, then suddenly pop free and rotate.
