That is typical of "toe" wear. That means the two tires aren't perfectly parallel when driving down the road. The other tire should show the same wear, also on the inside. The fix is an alignment.

The one exception to the previous answer would be if the air pressure is drastically different between the front tires, then you could see all the "Toe" wear on one side because one tire would hold it's track and the other would scrub. I agree it is a likely toe problem though.
