Are you saying the starter won't even crank? If so, make sure battery has a full charge and connections are all clean and tight.
In the diagram the black wire with red tracer should be hot with key in the crank position, if it isn't, backtrack the circuit. One possibility, depending on automatic or manual tranny, is the neutral switch/transmission range sensor or clutch switch. Any testing make sure the tranny is in park or neutral and the e-brake is set.
