1998 Dakota 4 cly poor gas miliage

1998 dakota 4 cly 5 speed ext cab 2 wheel drive 9.1miles to gallon has 1 engine code which is bank 1 sen 1 to lean at idle its like its camming and flooding the to hoses that run from evap can to purge solnoid were burnt I fixed the little one that runs to purge solnoid but the other one is suspose to be a vent I just taped up? I can hear my timing chain rattling I dont know whats wrong with it but when drivin it its real sluggish but when u step on it it clears up and pulls pretty good and advice would help thanks

First, on the 4 cylender, there is only one bank. So, in general the engine is lean which should cause better fuel mileage. Next, the hose from the purge solenoid shouldn't be plugged. It should run to the charcoal canister then to the intake to reburn fumes. That could be causing the lean mixture. Finally, have you checked the O2 sensor? It could be causing rich mixture as well as the temp sensor. Have you ever noticed black smoke from the exhaust?

Ya black smoke only when u step on it tho it has turned my bumper nd side of my bed black
