Will the car restart now? Have you checked for fuel pump pressure and spark to the engine?

I'm sorry, but I'm not allowed to make calls. I will try to help you here. Since the engine won't start with starting fluid, I have to question if you are getting spark to the plugs. Have you checked that? Also, as far as a fuel pressure gauge, most parts stores will lend or rent one to you. Just an option at this point.

The valve should be on the fuel rail.
