1998 Chevy Suburban Help please

We had to replace intake gasket, then do an oil change because water was in oil. It ran terrible so we had to change spark plugs and wires. It still runs like a junker and don't know whats wrong with it. Any ideas? Alot of hesitation, and no power. It struggles really bad going up a hill.

You can only time this truck with a computer. They have to put it on a computer to time it that's the only way. There is no tab on the timing chain cover is there?
