Car squeels like a belt is slipping upon turning wheel when stationary and at low speeds.

1997 jetta squeels from the engine when I turn a low speed and when car is not moving and wheel is turned in either direction. This is most prominent when I am turning the wheels from backing out of my space and just starting out. It is absent when I am driving otherwise. The sound is a high shreel noise that resembles a belt slipping.

Have you checked that the drive belts are ok? check power steering fluid level as well.

Your power steering belt needs to be tightened or if it is at the end of its adjustment, replaced.
