Why does my starter fuse blows?

When I turn the key. Starter fuse blows.I will say that my husband drove over a small water puddle. The car sat for two days. He went to start the car and thats when the starter fuse blew. We got a new starter new alternator and new battery.

The starter control circuit is shorted directly to ground-

I honestly can say I don't know what that means. What do I need to do based on that answer?
