1997 Kia Sportage high idle

Replaced the iac valve, cant detect any vacuum leaks, car idles and runs perfect, BUT the cars idle stop screw is completely backed out, not touching anything. Im stumped. It idles at about 800 rpm this way. Turn in the idle screw and the idle raises. The car runs perfect for the last five years this waybut I just gotta know why. It ran this way before I replaced the iac valve also. Throttle position sensor?

Try cleaning the throttle plate on both sides with choke cleaner first. The computer controls the idle not the stop screw

Ok, look at it this way. The car idles too high. When I bought it, it was idling at about 1300 rpms, so I backed out the idle screw all the way off to get it at 800 rpms. Thats the lowest it will go. Im assuming that it wasnt designed that way. Otherwise why would there be an adjustment screw. So ive done the obvious, cleaned the throttle plate, checked for vacuum leaks, replaced the iac valve, checked the timing, the egr, pcv, brake booster etc. Thats why I was wondering about the tps sensor. The car shouldnt even run at all with the idle adjustment screw removed, should it?

Like I said the computer controls the idle not the screw if it idles to fast normally it's apartially held open egr, a vacuum leak, or another problem scan for codes and check fuel pressure with a gauge auto parts rent it. Why kia puts a screw there I have no idea, they do things a little different than everyone else.
