1997 Honda Ballade overfuelling

I bought a 97 Honda Ballade 150im Problem is it bellows black smoke through the exhaust. I'm looking 4 possible causes of the overfuelling. I changed the airfilter and plugs, 2 no avail. Its a D15B2 engine. The previous ownwer had a cone filter, bt was removed. I placed a standard air induction system. Any advice?

Not an engine we have in Aust, so if an injected engine check for a failed leaking injector, if carby look for leaking power valve or problem with needle and seat, start here.
