The float could have gotten stuck in the full position, otherwise the wire going to the Body Computer is grounded. If the fuel gauge goes to empty when you unplug the fuel pump connector, the float must be inspected.
The fuel pump is not supposed to be running all the time. When the ignition switch is turned to "run", the pump will run for one second, then stop. It should start running again during engine rotation, (cranking or running).
Besides the fuel issue, have you checked for spark? If you do have spark, we have to troubleshoot the fuel system. It's much more common to be missing spark AND fuel. Then we have to troubleshoot what both systems have in common, and that's the automatic shutdown (ASD) relay, crankshaft position sensor, and camshaft position sensor.
