1996 Nissan Truck Would Cause Calipers Lockup On Front D21 Truck Brand New

What would cause the calipers to lockup on the front of a d21 truck? The calipers are brand new and so isn't the master cylinder.

Both are locked? check to see if when bleeder is cracked open fluid squirts out and caliper relrases. if yes then flex hose ahs internal rupture
