1996 Mercury Sable power steering

The power steering started whining, then the steering got hard so I replaced the power steering pump but the whining is still there so I sucked the fluid out and it got better for a little bit. Every time I suck out the fluid it gets better for a little while then start whining again. This last time it overflowed when I shut the car off. What else could it be? Maybe a faulty pump?

Tr getting the air out turn to lock one way and hold for 30 seconds then theother way. Repeat 4 times

Thanks so I did that and after the second time fluid started leaking out the shaft on drivers side

Then your seals in box aren't any good. That may be the cause of your whine.
