High idling problem

My 1996 Trooper has a high idling problem. When I first start the engine it wil idle normal after I drive a short distance it will idle at 2000 rpm nutral if I turn the engine off and restart it sometimes it will go back to normal until I drive a short distance. When I disconected the idle speed control motor the idle speed stays low

This sounds like you have a idle speed control motor that is not working right or needs to be cleaned.
