1996 Ford Explorer Air Conditioning

1) Has worked fine
2) Not cold now
3) Put on manifold gauge set
4) Static pressure (not running) 85 psi in both high and low side
5) Turn on motor and AC. Clutch engages on compressor.
6) High side rises to about 150 PSI
7) PROBLEM Low side pressure doesn't drop. It increases to 100 PSI.
8) Is it most likely a bad compressor? Or?

Well the cheapest and easiest way first is to check the cabin air filter see if clogged. If you haven't not changed it will restrict air flow

From your readings I'd say either a blocked line but mostly a bad compressor as the low side should be about half of what you are reading. A cabin filter will have nothing to do with the cooling.
