I have a 96 neon and the gauge lights and running lights dont work I have checked fuses.

Did you use a voltage tester at the fuse circuit? Even if the fuse is good, if no voltage, the circuit is dead. Note diagram below.

The higher fusae is hot all the time, the lower fuse goes hot with the headlamp switch turned on. With dash lites, if dimmer turned all the way down, no dash lites.
