Car dont wont to start

My car been sitting for a while and im just started working on the car I change the oil, spark plug, got a new starter, new fuel pump and chage every thing it sounds like it want to start but not turnin all the way could you help me

Check the fuel pressure if its within specs if okay -check for ignition spark

Have the battery charged/checked to see if it's good or has enough power. (I hope that I'm understanding you when you say that it won;t turn over all the way). To me that means that the battery doesn't have enough power o there is a problem with the cables (loose, corroded, etc).
