1995 Opel Kadett grey/blue smoke

My 1995 kadett gives out grey/blue smoke occasionally. When its cold it gets worse. Also on acceleration it gets worse. On low revs it doesn't smoke but when reving high it smokes. It doesn't smoke on start up or when idling. Just when driving it smokes.

Why didn't you list the mileage? If the engine is a high-mileage one, suspect worn piston rings. A less-common cause is sludge blocking the drain back holes in the cylinder head. That will overload the valve guide seals and oil can run down the valve stems into the combustion chamber where it gets burned.

Its a high mileage engine yes. I found a new symptom. All my spark plugs are wet with oil. I was told that means oil rings. Is this true? It also lacks power now and is very heavy on fuel.

That could be due to worn piston rings, but you really need a mechanic to look at it to give you a proper diagnosis. The first test will be a compression test. If that shows low compression, a cylinder leakage test will identify why it's low.
