Flooded engine locked up with fuel

My engine floods enough to lock the engine, its a 1995 olds 88 with a 3.8L. Why?

About the only way that is even possible is to have a shorted fuel injector control AND leave the key on without cranking for about 30 minutes AND have the fuel pump jumped out so basically what i'm saying is, that's not possible on that engine.
You could possibly draw some raw fuel in through a blown out fuel pressure regulator but you would still have to have the fuel pump jumped out.
