1995 Oldsmobile 88 Random stall when slowing down

When slowing down or at cruise car stalls suddenly. Dash lights all come on. If you put it in N and turn key all the way off and back on the car starts right back up. Has happened at all speeds and weather conditions. Could be unrelated but motor runs rough when feathering gas on a downhill coast or on flat ground. Standard tune up did not fix the problem. Does it stall at an idle, when accelerating, when at highway speed?

Thank you Jacob for taking a look at this. Car does not stall at idle and in fact runs like a champ at idle or under load. It has stalled on the highway but never while accelerating. The stall seems to correlate with decell or feathering at any speed. Mostly frequent occurrence is at slow speed while traveling down a hill. I have done a tune up and changed spark plug wires and fuel filter. Last year I changed the upper and lower intake due to the "oil in water" issue. The stalling was present before any of this work was done. Thank you for any help.

I have checked it at idle and everything is fine. I have not driven it while checking. Think that is the next step?
