What safety precautions are needed when removing and installing the a/c clutch off the compressor

You need to remove the inner nut holding the plate. Then you need a puller to remove the plate from the front shaft. After that there is a snapring that needs to be removed and the rest of the clutch will come off. Tough job to do in the car. No freon will leak out.
