Is it better to buy a new or used power steering pump

Rebuilt. Your old pump is a used one. Even though they don't fail very often, why put in what you already have, especially on a vehicle where replacement is relatively difficult.

Usually the only way to buy a new pump is from the dealership and they are very expensive. Even they typically install rebuilt pumps unless the old one is under warranty. Then Chrysler insists only a new one can be installed.

Rebuilt pumps have all worn parts replaced, then new seals and bearings are installed. Only the housing and any parts that don't wear out are reused. That makes the cost much less even though they are just like new. Some suppliers provide a lifetime warranty, (be sure to save your receipt), and it is common to find they cost less than some pumps with only a one or two year warranty. It pays to check around at a few auto parts stores because prices will vary a lot on some items. The same store is not always the most expensive. It all depends on which part you're looking for.
