2001 sebring sedan the "jam nut" on the tie rod end won't budge. tried pb blaster and a torch what next?

Yes, some can be very tight but using a good wrench, it will break free. Make sure you are turning it in the right direction. There are some that I have had to use a large pipe wrench with a pipe slid over the handle as a cheater bar.
