Windshield Fog up/vent to openning all the way

I have a 1995 Chevy Suburban, the windshield fogs up during the cold weather. When I turn the vent controller to windshield, very little air is coming out of the vents and a whistle sound is made. If I put it between the windshield vent and the floor/windshield vent a little more air comes through, but it takes forever to defog the windshield. Has Suburbans had this issue and if so how do I fix the problem?

What I need you to do is check for vacuum leaks under the dash. The air flow vents (which direct air) are actuated by vacuum. If there is a leak, things like this happen. The noise you hear could actually be the leak. See if you can identify where the sound is coming from and check for leaks there.
