1995 Chevrolet Caprice Chevy starter?

My sons 95 chevy caprice had minor electrical problems upon purchase got it fixed, then a few months later the starter started clicking before it would turn over. He had the starter rebuilt but it, s still clicking even worse now in addition something keeps draining power from the battery. Now im checking all ground wires please help.
