I just finished with the top end of a 350 motor. I have a brand new starter but when I crank her she just zing noise

I don't have any idea what a zing noise is. If the starter is spinning the engine, you probably have the rocker arms adjusted too tightly and the valves are staying held open. You can confirm that with a compression test.

Thanks but the car is not turning over sounds like it's not touch the ply wheel and it kills my battery

Remove the inspection cover on the front, bottom of the transmission so you can see the flex plate. Have a helper turn the ignition switch to "crank". If you see the ring gear spin, the flex plate is cracked around the six mounting bolts. There's usually another thin metal disc under those bolts too, so you have to remove the bolts and disc to see where the flex plates typically crack.
