1994 Thunderbird won't start. Has spark, fuel and compression

I bought a non-running 1994 Thunderbird 4.6 and it won't start. I was told by the seller that it began running badly and got progressively worse until it wouldn't run at all. I'm not sure if that was the truth or not. It occasionally seems to fire once or twice as I crank with the throttle closed. If I hold the throttle open it fires more often but always quits as soon as I stop cranking. I checked for spark by pulling a plug and grounding it and cranking and it sparks fine but is gas fouled. I checked for spark on all plug wires while cranking by putting the inductive clamp of a timing light on each one and they all are firing. It has 40 psi fuel pressure at the test port and the injectors were tested with a noid light and all are firing. The fuel filter is new. The compression is 165 to 175 on all cylinders. The last thing I did was drain the fuel tank and put in fresh gas, dried out all the cylinders by blowing compressed air in them and putting in all new plugs. When I cranked it over with the throttle closed it actually fired several times while cranking but then reverted back to firing occasionally. After that I cranked with the throttle open and again got it to fire a number of times while cranking. I tried ether in the throttle body with no improvement and also splashed 4 oz of gas into the throttle body with no improvement. I believe it must be firing at the wrong time but the ignition timing is non-adjustable as far as I know with a crank sensor and coil packs. It has an OBDII port and I put scan tool on it and it has no codes.

Try unplugging then plugging back in ignition connectors then unplug O2 sensors and see if car will start. If it has a dist check hall effect switch in dist. If connectors are loose and corroded pt dielectric grease on them and clean them as best you can. It might be a cam timing issue as well. Pull one valve cover and bring to tdc and see if the cam lines up like pic.
